In Jeremiah 25:25, NIV states that “The Lord will roar from on high; he will thunder from his Holy dwelling and roar mightily against his land. He will shout like those who tread the grapes, shout against all who live on the earth."
This prophecy statement is for the End Time that will come after the "catching up" of the Saints from the earth. God's voice is soft and pleasing but there will be a time in the End of Times where the wrath of God will come and HE will be heard and seen through-out the universe.
The Hebrews wanted to worship God at Mt. Horeb and wanted to hear God rather than Moses. So, God stepped down to speak and the children ran because the Majesty of God's voice was more than they could stand with their unbelieving hearts and ears. (Ex 20:18-19, NIV) "When the people saw the thunder and lightning and heard the trumpet and saw the mountain in smoke, they trembled with fear. They stayed at a distance and said to Moses, "Speak to us yourself and we will listen. But do not have God speak to us or we will die."
