From time to time an outsider would attend these meetings. On one occasion, Nigel Dunnett from the Home Office Aldermaston laboratory came. He was there to explain some things about the actual LSD manufacturing process. Derek Godfrey from Scotland Yard, the only Metropolitan Police officer Lee trusted, also showed up once. On a few occasions the US Government Drug Enforcement Agency’s (DEA) man in London would attend. I will always remember him for the Pink Panther-like long raincoat he always wore. I did not see him ever remove it - even in the office. It was always belted and collar up. I always think of the Pink Panther and Peter Sellers when I recall the man from the DEA.
The main focus of attention at these briefings was the surveillance on Kemp and Bott. Over time it switched more to Henry Todd and Seymour Road. This was after the discovery that Todd bought the house in Seymour Road using a fictitious name. The distribution network of Todd, Cuthbertson, Fielding and Spenceley was of great interest to Eric and me. Smiles was one down the distribution ladder from Spenceley. Russ Spenceley also lived in mid-Wales and supplied Smiles. These briefings were also an opportunity for us to keep updated with developments on the telephone intercepts.
We sensed the politics at these meetings. We were all aware the chiefs realised that they had unleashed the beast. We were in uncharted waters and the organisation and policies were not in place to cater for what we were doing. A combination of funding concerns and petty jealousies fuelled the internal politics. The petty jealousies were on the part of some chiefs of the individual forces.
The increased presence of Greenslade was a sign of the pressures on Dick Lee to produce results. Greenslade was in charge on paper only. In the early days, I never saw him. I had heard about him but he was like a spectre in the mists. He started to make more appearances at Devizes, but only after the bosses questioned the progress of the operation. I believed he had received a rocket from on high and was told in no uncertain terms to find out what Lee was up to.
