So far, this world showed gross, negative indications, having immediately used its discovery of nuclear energy for lethal purposes against their own species as well as applications that threatened the world's environment. HIO's cease and desist warnings so far had gone unheeded, blacklisting the planet. In addition, clearly other extraterrestrial species were assisting them. No wonder the base was cloaked in a conspiratorial fog of deception.
Thus, it was crucial to keep the next level of propulsion development and key to interstellar travel out of Terran hands, which involved, among other things, the secrets of quantum gravity. If they insisted on blowing themselves up and destroying their planet, that was their own business according to the HIO's protocol of free will. However, wreaking havoc on other worlds would be stopped by whatever means necessary.
This was not to say that there weren't evil, aggressive civilizations with interstellar capability. Such were not accepted into the HIO; plus there were numerous other galaxies, even in the local group, that didn't have a governing organization. If a planet was attacked by such a rogue world and couldn't defend itself, the HIO sometimes offered assistance. Their main mission was peaceful, which was maintained by a starship fleet that monitored key areas.
His branches lifted in a flaunal smile. Maybe Captain Kirk was out there somewhere, regardless of whether Gabe believed it or not.
