As living conditions in Mexico & Central America begin to deteriorate, people desperate for a better life are willing to pay anything for a seat on a Panga. They leave everything behind, most likely never to return, climbing onto that tiny boat with little more than a dream and a life jacket. Gangs on both sides of the border clamor for position in attempt to capitalize on the huge amount of money that can be made from smuggling their human cargo into 'El Norte.' The U.S. Coast Guard is tasked with the near impossible job of intercepting the small boats, sometimes with harrowing results. The ramifications for all-- whether it be the families left behind by the refugees, the gangs that facilitate the smuggling, the authorities who try to stop them, or ordinary citizens in Los Angeles-- can be staggering.
